Well, that isn't true entirely as of yet. Anyway, if you didn't hear about this last October, I'll append your memory.
Back in October, 2009, the Finns passed a law that would make high-speed internet a civil right in Finland. Yes, you read that right: A Right to Internet.
So, the law called for the deployment of these internet connections by July 2010. And, you know, it's July. As per the law, every Finn has a right to a 1Mbps Internet connection. And the folks there are aiming to make a 100Mbps connection available to all by the year 2015. Pretty sweet.
